Monthly water bills have two parts:

(1) A flat charge of $18.50 per month to pay for services that must be provided regardless of the amount of water delivered, including meter reading, billing and customer service; and

(2) A consumption charge to reflect the amount of water used, billed according to a four-tiered rate structure:
  • $2.00 per thousand gallons for the first 2,000 gallons
  • $3.00 per thousand gallons for the next 2,000 gallons
  • $4.00 per thousand for the next 4,000 gallons
  • $6.00 per thousand for all usage exceeding 8,000 gallons

Russian River Utility staff read meters and issue bills monthly.

There is also an annual assessment of $30.00 for capital improvements placed on each home’s property tax. Ways to save water can be found in the Conservation & Sustainability section.

It is important to understand some of the fiscal challenges the district is facing.

The majority of the Russian River County Water District’s pipes, pumps and other infrastructure were built and installed in 1983, meaning that repairs to the mostly now-aging system can be expected to increase in both frequency and cost during the coming years if safe levels of fire protection and water delivery to all (even newly-added) customers are to be maintained.

The board is also aware of the need to have a capital reserve fund on hand in case of a regional catastrophe (e.g., earthquake) that may destroy whole portions of our water system and leave us on our own to make very major repairs quickly, even if other government resources eventually become available.

It is an unhappy aspect of the world-wide Great Recession that banks have foreclosed on more than a few houses within the district, and are doing so at a rate that may only increase in the years ahead.

When a lender forecloses, it often does not meet its obligation to pay past-due water bills on the property when it is eventually sold, despite the district’s best efforts to collect. This means that those amounts must be written off, and those costs absorbed by the district’s remaining customers.

Russian River County Water District has a set of codes which govern the rates, payment of bills, termination of water service, personnel, district officers, connection fees and more. Conservation Tips

Indoors
  Find and repair leaks now

  Install high-efficiency toilets

  Run the dishwasher and washing machine with full loads only

  Install water- and energy-efficient appliances

  Install low-flow showerheads

  Fill the bathtub halfway or less

  Turn water off when brushing teeth or shaving

Outdoors
  Reduce your watering days to once or twice per week

  Plant native or water-wise species

  Inspect and tune up irrigation system monthly

  Irrigate between midnight and 6AM to reduce water loss from evaporation and wind

  Use a broom, not a hose, to clean driveway, deck or patio

  Use a bucket and a hose with self-closing nozzle to wash the car or take your car to a carwash that recycles water

  Cover pools and hot tubs to reduce evaporation
